Odessa, TX: Target Industry Analysis Supports Workforce & Business Expansions
A 2024 comprehensive target industry analysis by the Odessa Development Corporation (ODC) in Texas has helped its Board to recruit new businesses, expand existing businesses, and strengthen workforce development partnerships.
“Our focus has paid off in 2024,” says Tom Manskey, Director of the Odessa Chamber of Commerce Economic Development Department. “We have a renewed strategic vision for Odessa’s economic future, and we remain committed to enhancing the quality of life for Odessa residents through targeted attraction efforts and informed decision-making.”

The ODC has focused its recruiting efforts on Advanced Manufacturing; Renewable Energy; Renewable Energy Manufacturing; Construction; and Professional Services/Business Supports.
To support these industries, the ODC organized three Workforce Development summits in 2024. More than 500 business leaders and educators attended the events. Topics included: recruiting methods, hiring strategies, immigration barriers, developing a “grow your own” mindset, professional development opportunities, funding opportunities, and others.
“Odessa has a skilled workforce with a talent base developed from the region’s proven manufacturing, energy, and logistics experience. Together, Odessa’s supportive business environment, educational institutions, and employees have really come together to work toward furthering the region’s continued economic development,” Manskey adds.
That spirit of partnership has helped Odessa land several new businesses this year.
The ODC approved a $4.4 million grant to ICA Development to build and expand infrastructure in East Odessa, home of a new 100,000-square-foot Bass Pro Shops Outdoor World. The store will be one of the largest in Texas and is expected to create more than 115 new jobs.
The ODC has also welcomed Rental King, a heavy machinery rental company, which will be investing millions into its Odessa expansion.
The ODC Board also approved a $2.1 million grant to Orrex Plastic Companies, adding 16 jobs to its workforce of 160 employees. Orrex manufactures a variety of technical plastic products, which are used in a wide array of applications on many national brands.
Meanwhile, Liberty Energy began construction on a new $50 million facility in Odessa’s Leeco Industrial Park, retaining 1,000 full-time employees and adding another 500 positions. The state-of-the-art facility will include office space, workshop, a 50,000-square-foot warehouse, and truck wash facility.
From smaller employers and projects to multi-million dollar projects currently under construction, Odessa continues to be a very attractive place for businesses to call home. The ODC Board is proud to be able to continue providing incentives that spur additional job opportunities and investments in the community.
“We have plentiful incentives, and our workforce development partners can help with staffing resources, business plans, workforce training, continuing education, and so much more,” says Manskey.
