Oswego County, NY: Primed For Semiconductor Production
Next year, Micron Technology, a U.S.-based memory and storage manufacturer, will begin building its $100 billion cutting-edge semiconductor manufacturing campus in Onondaga County, New York. The new chip fabrication facility is expected to be one of the largest in the country, providing 9,000 direct jobs, and supporting more than 40,000 indirect jobs within the Central New York region.
While this project is a huge win for Onondaga County, Oswego County—only a few miles to the north of the Micron site—is investing in key areas to prepare for the anticipated supply chain business growth from Micron, as well as other future semiconductor investments in New York State.
The 320-acre Oswego County Industrial Park (OCIP) sits along New York State Route 481, just seven miles from the future Micron site. Economic development partners in Oswego County are committed to making the OCIP a premier location for semiconductor supply chain businesses that would do business with Micron and other semiconductor manufacturers across New York State.
Additionally, the County of Oswego Industrial Development Agency (IDA) is working with the new owner of the Riverview Business Park to redevelop the 800,000-square-foot vacant industrial space into a flexible advanced manufacturing and logistics complex.
At completion, this project will be one of the largest available industrial facilities in the Central New York region. Adjacent to this complex is more than 200 acres of vacant industrially zoned property available for development.
For workforce development, Cayuga Community College (CCC), along with more than 30 partners from economic development and industry, developed the Advanced Manufacturing Institute (AMI). The AMI, which opened in 2022, will help prepare the workforce in Oswego County and the Central New York region for jobs in advanced manufacturing and the semiconductor industry.
Located adjacent to CCC’s Fulton Campus, the AMI is a premier training center that features various training units, industry-provided equipment, and classroom space to develop a highly trained workforce.

The Oswego County P-TECH program offers students entering ninth grade a means of earning a high school diploma and an associate degree through a partnership between local school districts, higher education, and industry. Graduates are ready to fill openings in the advanced manufacturing and semiconductor industry clusters.
New York State’s Green CHIPS program is the nation’s most ambitious semiconductor industry attraction program to help lower the construction and operation costs of semiconductor companies. Green CHIPS is a companion to the Federal CHIPS program and provides a host of aggressive state tax credits designed to reduce costs for capital investments, R&D, wages, property taxes, and electricity for semiconductor companies.
The IDA has multiple incentive programs that can assist semiconductor companies in reducing their cost of doing business in Oswego County. It also issues tax-exempt and taxable bond financing for eligible projects. The IDA is experienced in leveraging partner organizations at the local, county, state, and federal levels to develop a customized incentive package specific to the company.
