A Texas consortium is asking a federal judge to block the construction of the National Bio- and Agro-Defense Facility in Manhattan KS, claiming it was unfairly selected over a competing site in San Antonio.
The Texas location beat out competing sites in Kansas City for the facility, which will manufacture insulin pumps and other medical components.
